Research On Green Mountain Economic Development In Dali, Yunnan Province

Ecological civilization is the modern civilization following agricultural civilization and industrial civilization, which is based on promoting harmony among human beings, nature and society, aims at achieving sustainable development in a sustainable way of production and consumption patterns and on the premise of respecting and maintaining the nature. Ecological progress is an inevitable demand to solve the problems in the process of China’s rapid economic development, and plays an important part in the system of socialist civilization construction, which puts Scientific Outlook on Development into a certain practice. The17th CPC National Congress first put forward the purpose on ecological progress and the18th CPC National Congress gave high priority to making ecological progress and incorporate it into all aspects and the whole process of advancing economic, political, cultural and social progress, and works hard to build a beautiful country and to achieve a lasting and sustainable development of the Chinese nation. The beautiful country emphasizes a steady economic foundation under the beautiful natural environment, and insist on paying an equal attention to the environment protection and economic development and also integrate ecological progress and economic development, because the green economic development is an important way in building a beautiful China.As an important bridgehead of opening to the south-west, Yunnan put forward the strategy that "to be a powerful province in green economy" in1999, and "give priority to environment, be based on ecology"in2006, and "the outline of colorful Yunnan’s ecological progress" in2009to put colorful Yunnan into full operation and to develop ecological economy. With the18th CPC National Congress, Yunnan has put forward to be a pioneer in ecological progress and set an object to be a beautiful province. Consequently, these policies do have provided Yunnan’s green mountain economy with support and assurance.Dali, which located in the west of Yunnan, is covered more than90%of the mountains and has a relatively slow development of economy like Yunnan. Dali’s largest condition is development lag that its per capita GDP is only half of the national average. The small, scattered, weak and industry and inadequate infrastructure such as transportation and water conservancy make Dali face with serious environmental carrying capacity when promote its economic development. The essay analyzes the advantage, achievement and difficulties of Dali’s mountain economy, and is based on the concept of green development which caters for the requirements of ecological progress, to explore a new mountain economical development pattern from green agriculture, green processing industry and green tourism. First, according to the present mountain situation of Dali to improve layout of its towns in mountainous areas, and encourage development of local mountain towns so as to promote mountain economy with the progress of mountain urbanization.
