SMEs in China not only has a strong vitality, but also to promote the main source of employment, and plays an irreplaceable role in the national economy as a whole. So far, a number of small and medium sized enterprises have more than90%of all enterprises in the country, the creation of GDP is more than60%, and play a crucial role in addressing social employment population. With the continuous advance of China’s market economy, small business groups will gradually grow and develop, not only to promote the market economy has been moving forward, and in turn, the constant improvement of the market economy, the promotion of SMEs will inevitably toward a higher and farther direction and faster development.Small and medium enterprises in China’s market economy has become an integral part of China’s economy healthy, rapid and sustained development increasingly important in all aspects of the social market economy, including science and technology, education and sports and all need to be small and medium-sized enterprises deeply involved in China’s market-oriented process also need small and medium-sized enterprises to join. However, the difficulty in financing is a major bottleneck faced by the current development of SMEs, an important way to solve the financing difficulties of SMEs to constantly improve the credit rating system for SMEs, thus continuously improve the credit rating of SMEs.This paper studies the financing difficulties faced by SMEs in the process of production and operation situation, in order to solve the problems through the establishment and improvement of SME credit rating index system, the system not only draws on excellent research achievements at home and abroad, and take full account of the unique characteristics of SMEs in China, the problems as a starting point, the establishment of a specific set of credit rating index system for small to medium, and also put forward relevant policy recommendations, in order to appeal to the department introduced measures to help SMEs solve the financing problem.
