Residents In Liaoning Province Income Distribution Gap Analysis And Policy Research

Over the past decade, with continuous reforms of market economic systems, especially with the strategy of revitalizing the old industrial base of Northeast China, and Liaoning coastal industrial base and five point one line Shenyang economic zone was established. Liaoning has had a rapid economic growth with income of its people greatly increased. However, income gap is getting larger and larger. It matters to figure out how to treat problems in the distribution field, for it involves the overall situation of the economic and social development as well as the great cause of building a harmonious Liaoning.Based on the massive survey and analysis on income distribution in Liaoning, together with the statistical data collected in terms of years, regions, social classes and occupations, Residents in Liaoning province were analyzed the development trend of the income distribution gap, characteristics and reasons features and causes of income gap in Liaoning. Besides, by comparing with the average income level of the whole nation, that of the developed coastal provinces in the east, and that of Jilin and Heilongjiang province in northeast China, this paper put forward suggestions.This paper consists of five parts. In Part I, it mainly gives introduction of the domestic and foreign relevant research content. In Part â…¡, the paper conducts an in-depth analysis over the current situation of income distribution in Liaoning, as well as the changes in income gap between urban residents, between urban and rural residents, between different regions and between different industries; besides, a comparative analysis is given over income gap between Liaoning and the average level of the country as well as other parts of China, including eastern coastal provinces, Jilin and Heilongjiang. In this way, it gives a rather complete view of this problem from different angles. In Part III, it has a systematic analysis of the reasons leading to income gap. In Part IV, with the actual situation of Liaoning, the author gives four policy proposals to further narrow the income gap, which is supposed to increase efforts to economic reform and eliminate unfair competition in order to regulate monopoly income distribution, to speed up the income distribution system reform, to strengthen the redistribution of regulation and improve the personal income tax system, to speed up the urbanization process, to promote education equality of opportunity and improve the social average level of education, to improve the social security system, to increase security coverage and insist on the expansion of employment.Finally, this paper concludes in Part V.
