As the most populous country in the world, China has abundant labor resources, labor-intensive industries in China’s economic development has always occupied an important position, has made an indelible contribution to China’s economic growth and overall national strength. With the improvement of the efficiency of agricultural production and technological progress and rural production in China each year a large number of rural surplus labors is freed to become a reserve force of labor-intensive industries, and therefore should be more rapid development of China’s labor-intensive industries."Labor shortage" phenomenon in the process of the development of China’s labor-intensive industries, on the one hand, China has abundant labor resources, on the other hand the plight of a large number of enterprises are facing a shortage of manpower, this phenomenon deserves our warning. Some problems cannot be ignored in labor-intensive industries and the process of economic development, while also alluding to the new problems emerging in the process of China’s rapid economic development, new contradictions, sounded the alarm for the sustainable development of China’s economy.This article’s core is to re-interpretation Marx’s organic constitution of capital theory, and study the labor shortage phenomenon in labor-intensive industries. The aim of this article is to solve this problem in practice and promote our country’s economy development. This article is mainly divided into four parts, the first part is to define the related conceptions, and explain these conceptions such as labor-intensive industries, labor shortage and Marx’s organic constitution of capital theory. The second part analyses the labor shortage phenomenon of labor-intensive industries in Pearl River delta, and use concrete examples and detailed data to prove the judgment. The third part is to use Marx’s organic constitution of capital theory to analyse the labor shortage phenomenon in Pearl River delta and explore the condition of labor-intensive industries’ actual situation in this area. The last part is to put forward corresponding policies and suggestions and try to solve this dilemma.
