With the support of national policies, the new type of energy chemical industry has developed rapidly. Due to the internal and external environmental characteristics, some problems of the human resource management have been found in the new energy chemical industry enterprises. The brain drain phenomenon is particularly prominent. Since talent competition has been the one of the most important factors in modern markets, the study on brain drain problem seems to have certain theoretical and practical significance.Firstly, the characteristics of both the new energy chemical industry enterprises and the enterprise human resources were analyzed. Through questionnaire survey the author confirmed that brain drain has become the most significant problem in company human resource management and has brought many troubles to daily work. Secondly, the structure of salary and performance evaluation were determined as the main reasons for the brain drain, according to the results from questionnaire surveys, cases study of critical incidents and expert interviews. Thirdly, based on the model of Price-Mueller, the author built a new model of the brain drain analysis. According to the new model, the relevant human resource management system and measures were formulated. Finally, the management system and measures have been implemented in the Keqi coal chemical project and some positive effects have been founded.In this thesis, the author focused on the solutions for brain drain in new energy chemical industry enterprises. The model and the management system could be helpful for other similar companies.
