Medical Insurance System Operation And Perfection Of Basic Jining City

The system of medical insurance, whose success and failure directly related to people’svital interests and social stability, is the important content of social security system reform inour country. Jining has basically completed the system of medical insurance coverage to allurban workers within less than a decade since it has carried out the reform in2001. At present,the system has been improved step by step, town staff is accepted to the system which haseffectively protected their medical demands. However, many realistic problems have emergedin the operation of the basic medical insurance system for urban workers, which shows furtherimprovement and standardization required by the system.Based on inter-external theories andpractices of medical insurance system establishment, this thesis aims at putting forward policyrecommendations which will solve and improve the medical insurance system of Jining throughstudying the present system and analyzing the drawbacks in the administration and operation ofthe present system.This thesis is composed of five parts.The first part mainly introduces the connotation, establishment of the medical insurancesystem besides foreign medical insurance models and its reference.The second part, which expounds full discussion in necessity to improve the basic medicalinsurance system for urban workers in our country, gives an account of development course andform of the system.The third part introduces the present situation, innovations and questions of the basicmedical insurance system for urban workers of Jining.The four part expounds the improvement of the medical insurance system for urbanworkers of Jining from five aspects: management system integration which will accelerate theintegration of health care in urban and rural, information platform building which will liftservice standards, the oversight system improvement which will assure funds safety, thesupporting policies improvement which will guarantee medical treatment of those insured, themedical service and behavior standardization which will promote basic medical insurancesystem for urban workers running smoothly.The fifth part is the conclusion.
