According to the authority of the United Nations projections, by2050, the globalpopulation will reach90million. With the continuous development of economicgrowth and urbanization, the demand of the human for food quantity and quality willbe greatly improved. Meanwhile, in the context of the current global energy crisis, thedevelopment of new energy is a general trend. How to deal with the problem of foodsecurity and the development of biofuels, it will be a major challenge for China’sagricultural development in the future. Therefore, for the next period of time, it isimportant for China’s major grain-producing areas.Wheat is the most important food crops of the the northern region. China is theworld’s largest food producer and consumer, China’s grain problem always attractedwidespread attention and discussion.In order to study the fluctuation of comprehensive technical efficiency in majorwheat producing areas for china, reveal the reason of loss of comprehensive technicalefficiency, explore the optimizing proposal of input in wheat production. The authorbased on DEA model from two angles, estimating comprehensive technical efficiencyand its components in major wheat producing areas for china from1998to2010,analyzing the radial and slack movement, concluding the reason of loss of technicalefficiency, expounding the connotative policy significance.Studies have shown that: comprehensive technical efficiency is improvedobviously, scale efficiency always has been in high level, and pure technicalefficiency is the key determinant of comprehensive technical efficiency and the trendis increasing clearly. Meanwhile, the radial movements of input factors have beendecreasing now, the phenomena of input redundancy are disappearing in structure. Itis from input adjustment structure that the mode of production is land-intensiveinstead of labor-intensive in major wheat producing areas for china.According to the results, we give the following suggestions: First, increasing thefinancial input in wheat production technology innovation, create new productioncapacity; Second, strengthen the technological progress, expand the scale of planting,In addition to hebei province, and other major wheat producing areas should notcontinue to large-scale additional inputs now; Third, strengthen the cognition of thelaw of diminishing returns in wheat production, prevent wheat production factors ofblind investment; Fourth, accelerate the mechanization of agriculture, vigorouslypromote the development of land scale management; Fifth, major wheat producing areas agricultural mechanization in our country the time is ripe, increase investment inagricultural machinery subsidies is the top priority; Sixth, construction of major wheatproducing areas needed difference region development policy; Seventh, increase theinvestment on major wheat producing areas, mechanization of agriculture, at the sametime, accelerate the land circulation, wheat production scale.
