Qingzhou City In Shandong Province, The New Rural Cooperative Management Mechanism

As a complicated social system project, the building of the new rural cooperative medical scheme’has great realistic significance for maintaining social stability and alleviating social conflicts. Meanwhile, it plays an effective role in improving the fitness of people in rural areas and promoting the harmonious development of urban and rural areas. In order to help this system work to practically ease farmers’financial burden and prevent the problem of poverty caused by illness, our party and state has staged a series of policies and laws since2003, which ensures the implementation of the new rural cooperative medical scheme (NCMS) so that the NCMS can really act an important role in countryside medical work.Nevertheless, it has been about merely ten years since NCMS started in our country. Research on related problems of this system is far from perfect. There is lack of deep-level analysis and exist many practical problems. Therefore, strengthening the research and analysis of NCMS is much needed. Only continuously reviewing our experience to find, analyze and solve problems, can NCMS’sustained and healthy development be ensured, and can it be further set up that the new rural cooperative medical system with Chinese characteristics that best conforms to China’s realities, which on the whole ensures sound body and mind of peasants and benefits people in the greatest degree.The research mentality of this thesis is as follows.The first part explains the research background, research significance, the research status at home and abroad, research ideas, research methods and innovations of the topic.The second part introduces the concept of the new rural cooperative medical scheme and related theory overviews. All research should have certain theoretical basis and support. Innovative study based on previous research results helps to make the new research richer and stand from different angles of elaboration. Thus, this chapter firstly tells the concept and the theoretic foundation about cooperation medical treatment and the new rural cooperative medical service. Then it reviews our country’s development of rural cooperative medical care. Each new thing’s development should be a constantly improving process by taking the essence and discarding the dregs of the former ones. Through understanding something’s developing process under different environment and backgrounds, can we be able to find and solve problems better. Lastly, it talks about the establishing principles and characteristics of the new rural cooperative medical system of our country to show that the research is scientific, reasonable and based on past experience.The next part presents a fragment of the development of the new rural medical cooperative medical scheme from micro to macro taking Qingzhou city in Shandon province for example, which shows the present status of the NCMS’implementation under the whole social conditions in China. Its content mainly refers to the social and economic development status, medical and health services development situation, the basic approach, characteristics and primary achievements of implementing NCMS in Qingzhou city.The final part deeply analyzes the present problems and the causes of those in the development of the new rural cooperative medical scheme on the basis of data and analysis in chapter three. It then puts forward corresponding improvement measures according to the problems found to ensure that this study has important practical significance for the sustainable development of society and economy.
