Evaluation Study On Satisfaction Of The New Rural Cooperative Medical Scheme Inyanji City

The New Rural Cooperative Medical Scheme(NRCMS)is a major policyfor benefiting the rural people,which is related to "three rural issues",the problem of farmers’ medical security and building a socialist society.Since 2003,the pilot counties(cities)have been set up,and basically covered the whole rural areas in 2010.In 2007,Jilin province decided to set Yanji City as a pilot city and carry out this work.In this study,we evaluated satisfaction of the NRCMS in Yanji City.This study will be of practical significance for the healthy development of the NRCMS in Yanji City.First,it introduced the concept and compensation management of the NRCMS,and revealed the theoretical basis of the NRCMS from the theory of social fairness and the theory of urban and rural integration.Second,it analyzed the operation status of the NRCMS in Yanji City.In Yanji City,the NRCMS has achieved some success,such as comprehensive coverage and the increase of financial input.However,there are severalproblems,such as low rate of treatment in grass-roots medical institutions,the gap between the political and actual compensation ratio,the high cost of medical expenses at farmers’own annual income.Third,the results of evaluation indicated that farmers have highsatisfaction on theproportion of compensation,the relief of medical burden,the medical environment and the number of designated medical institutions,whereas farmers have low satisfaction on the proportion of NRCMS compensation and the amount of personal payment,the reimbursement procedures,the medical equipment and medical level of medical institutions,the propaganda of NRCMS management center.Through the analysis of the factors of satisfaction evaluation,it showed that the amount of individual contribution,the degree of education,the propaganda,the relief of medical burden and the proportion of compensation are the important factors that affect the overall satisfaction of the NRCMS.Finally,feasible suggestions were put forward from different angles,which is manifested in the following fields:The Government should optimize the compensation program to strengthen the construction of primary health care institutions,personal payment should implement multi-file system,the management center should strengthen the supervision and propaganda efforts to simplify the reimbursement procedures,farmers should change hospitalizing ideas,improve the farmers’ own cultural level.
