With the rapid development of economic integration and the progress toglobalize,the market economy system gradually entering to the realm of the humanresource allotment, the employee flow gradually increases, then to increase the cost ofhuman resource, even make some adverse effects to the strategic plan of enterprise,and even affect the strategy plan of enterprise, and impact largely on the managementof enterprise, the business management of the enterprise has a considerable impact.Intellect is born out of flow, and the flow encourages intellect. The employee flow hasbecome one of important way of intellect resource allotment. But the employee flowrate is very adverse to the development of the enterprise if it’s too high or too low.Maintaining an appropriate employee flow rate is very essential and it is alsoadvantageous.Based on analyzing the current situation about employee flow management of theHunan No.6Engineer C0.,Ltd Headquarters, and with the human resourcemanagement strategic goal, the paper has given programs on employee flowmanagement and measures of implementation security in the Headquarters. At first,the paper described the background research and significance research of employeeflow, summarized related contents from aspects of concept, types, basic theory andmodel of employee flow. And the paper discussed the basis of employee flow fromperformance review, salary motivation, training motivation and career planning.Second, the paper analyzed of the present condition of the headquarters,including a brief introduction of the history, development strategy and operatingsituation. Its organization structure, distribution of the total human resources and thestructure of the headquarters were outlined. Through these phenomena we could seethe crux of the problem about the employee flow management in the headquarters,discovered that there were some problems of employee flow management aboutintroduction of new employee was not enough, internal flow was not smooth andemployee outflow was not flexible and so on.The paper made a comprehensive analysis of employee requirement, flow in theheadquarters and the effects of the development of the company, and offered certaininternal employee flow management proposal about internal transfer, job rotation,Promotion and demotion, and also put forward some external flow suggestions on personnel recruitment, employee outflow management.At the last,in order to implement the management programs, the paper proposedchanging the conception, optimizing the Hunan No.6Engineer C0.,Ltd Headquartersin the current human resource management system, and strengthen the constructionof the enterprise culture. The paper not only has important guiding meaning toconstruction companies in Hunan, but also has practical value as a reference basis tomost domestic construction companies.
