Laos Industrial Environment Efficiency Measurement Research And Industry Differences

With the continuous development of Laos’ industry, environment and economiccontradictions become increasingly acute. Sustainable economic growth needscontinually improvement of environmental efficiency. Environmental efficiencyevaluation, in order to promote the enhancement of environmental efficiency, is a richtheoretical and practical significance.Firstly, a brief analysis about the meaning and impact factors of environmentalefficiency is given. And then the author selects a number of input indicators andoutput indicators, and uses input-output correlation coefficients to determine theinput-output index system. By comparing kinds of DEA models with consideration ofenvironmental factors on the treatment of undesirable outputs, environmental DEAmodel is selected.Then, using selected environmental DEA model, the article measures the Laos’industry’s environmental efficiency. Based on the Laos’ industrial panel data of36industries during2001-2010, the author uses environmental DEA model estimatesindustrial environmental efficiency. Environmental efficiency of each industry inLaos is not ideal, only a few industries with advantages in resources and policyadvantages have relatively good environmental efficiency, the level of industrialenvironmental benefits are not part of the backwardness of the industry, but theoverall backwardness. Therefore, improving industrial environmental benefits levelis a long way to go.The article also measures the environmental efficiency of only considered onepollutant and not taken into account environmental factors,then it has a series ofcomparative analysis with environmental efficiency with considering a variety ofpollutants.Finally, the article explore the reasons of the Laos’ industrial environmentalproblems. From the impact factors of environmental efficiency, puts forwardsuggestions to improve the Laos’ industrial environmental efficiency. And the authorsummarizes this article at last.
