Research On The Coordinated Development Of Urban And Rural Basic Pension Insurance

Abstract: The basic endowment insurance provided by government is animportant part of our social security, which is directly related to the guarantee ofpeople’s livelihood, economic development, social unity and stability. However, thedual economic structure in urban and rural areas causes a huge difference in the basicendowment insurance between urban and rural areas. In addition, China has graduallyentered the aging society, pension risk increases especially in rural area. The lack ofsystem and incapability of guarantee make the rural endowment insurance stay on the"family pension" stage. This requires us to speed up the construction of basicendowment insurance system, promote the coordinated development in urban andrural areas. The urban and rural synergy proposed in this paper, differing from theunified urban and rural, is to gradually narrow the gap between urban and rural areasby coordinating development mode, based on the correct treatment of urban and ruraldifferences, premised with cooperative development in urban and rural areas and toachieve the cooperative development of basic endowment insurance through overallplanning and advancing phased.Regarding the basic endowment insurance system in rural and urban areas as theresearch subject, relying on the social security theory, the dual economic theory andsynergetic theory, this paper defines the cooperative development of basic endowmentinsurance in urban and rural areas, reviews its development course, then conducts acomparative analysis of its current situation, and elaborates the practical problemssuch as the efficiency differences in the development of basic endowment insurance inurban and rural areas by using the empirical approach. Finally, it discusses theimplementation way of cooperative development of basic endowment insurance inurban and rural areas based on the international experience and the theoretic analysison cooperative condition in urban and rural areas. The development course is dividedinto three stages, the first phase will achieve the full cover of endowment insurancesystem by establishing endowment insurance for peasant workers; on the second stage,an overall planning about the various types of basic endowment insurance system inurban and rural areas will be made to achieve true urban-rural dual endowmentinsurance system, and to realize the docking of urban and rural systems; the thirdstage will form a "system unified, hierarchical, overall planning, cooperative developing” endowment insurance development mode by unifying the basicendowment insurance in urban and rural areas under the endowment insurance system.
