Basic Endowment Insurance For Urban-rural Integration Research

Basic endowment insurance system is an important public institution imposed by thegovernment, which also basically ensures residents to better go through their old ages, just asevery resident has the fundamental right to obtain pension insorance. However, due to theurban "dual" structural barriers, urban-rural income gap and other reasons, rural residentsusually can not receive the same level of old-age security treatments. With the social andeconomic development, it has became a necessary deman and trend that, the urban and ruralendowment insurance system has to be overaled and the pension system which is urban-ruralintegrated, equaled and of covering all urban and rural residents must be established. Basedon Yangling Demonstration Zone pension status research, this paper aims to analys theYangling Demonstration Zone’s pension career development problems and difficulties it isfacing, and suggest the programs for improving Yangling Demonstration Zone’ urban andrural old-age insurance system, by drawing on experience of other areas’ urban and ruralendowment insurance.Text is divided into five chapters. The first chaper introduces the background, reseachpurpose and the significance of the selected topic, and designs the reseach plan basing on theexisting reseaches and eveluations about urban-rural-overalling pension insurance. Thesecond chapter is the analysis of the urban-rural-overalling pension insurance. This partexpounds the conception, features and differrent kinds of urban pension insurance and rural’s,and then distinguishs the similarities and differences between the two insurance system. Baseon that this article also analys the relavent provinces’ urban-rural integration develomentpath、pattern, providing accodance for Yangling Zone. The third chapter analyses the correntpension insurance situation of Yangling distict, reflects the existing problem in thedevelopment of Yangling district’ pension insurance system, and proves that the urban-ruralintegration of pension insurance system in Yangling is available and urgent. The forth chapterputs forward the integration ideals、 programs and the key solution during the integration, basing on the practices about the insurance systems in other areas.The fifth chapter is theavailability analysis for the urban-rural integration in Yangling area. The analysis includes thepolicy assistance, economy and the operation of raw and institutions.
