China established the first state-owned enterprises through the "socialist three major transformation," the elimination of private property rights ", and" national industrialization ". After the Third Plenary Session in1978, China began to carry out the reform of the economic system and state-owned enterprises. Currently, most state-owned enterprises have established a modern enterprise system. The reform of state-owned enterprises is fruitful and the disadvantages of most state-owned enterprises have been overcome.This paper studies the mechanical industry. The paper studies the operating efficiency of state-owned enterprises and private enterprises during2011and2010through the total asset contribution rate and total factor productivity. The research results show that as to the indicators of the total asset contribution rate, the state-owned enterprise efficiency is lower than that of private enterprises, but the gap between the two categories of enterprises is not too large; as to indicator of total factor productivity, the technical efficiency of state-owned enterprises is also lower than private enterprises. But in terms of state-owned enterprises, in2011year the index progress than in2010, indicating that the technical efficiency of state-owned enterprises are also upgrading. As we know, the reform of state-owned enterprises is fruitful.Through the study of machinery industry, the paper reveals the problems of the current reform of state-owned enterprises:First, the state-owned shareholding structure is likely to cause many problems in governance. Second, most state-owned enterprises face with a difficult problem of policy burden.According to the analysis, the paper put forward some views on the further reform of state-owned enterprises:This paper argues that the currently state-owned enterprises should not be one-sided emphasis on exit from the competitive field. As we know, through the decades of reform, state-owned enterprises have established a modern enterprise system. In addition, the competition in machinery industry is sufficient. The performance of state-owned enterprises is not built on the land and resources privileges and the performance is also not a transfer of benefits from the government.For the machinery industry, the fundamental problem exists in the current stage of development of the industry is not too large or too small of the scale of the enterprises, but the lack of survival of the fittest competition mechanism in this industry. Government should promote the implementation of the policy of market competition, and emphasis on the survival of the fittest as the starting point and goal of all policy. But in the long term, the state-owned enterprises must optimize the structure of property rights, to adjust internal governance mechanism to resolve deficiencies; this is the only way to improve efficiency.
