A Regional Comparative Study On Efficiency Of Chinese State-owned Funded Industrial Enterprises

Efficiency is one of the core issues of economic research.Increasing the efficiency is one of the goals of enterprise production and management.In order to study whether the efficiency of state-owned industrial enterprises in our country has achieved growth,to calculate the efficiency of the nation's state-owned industrial enterprises in the 31 provinces is high and low,to explore whether the efficiency of the state-owned industrial enterprises is effected by the regional distribution,this paper first introduces the development of China's state-owned industry,through nearly 15 years of data analysis of summing up the change of C hina's state-owned industry distribution and the change of the regional distribution,then choose BCC model of data envelopment analysis(DEA)to calculate the provincial state-owned industrial enterprises of the country's efficiency,the model can ignore size changes on the remuneration data.Then this paper use the relevant data from 2008 to 2012 to measure of efficiency of C hina's state-owned industrial enterprises.Compare the technical efficiency,pure technical efficiency and scale efficiency respectively,and the calculated results by regions.The DEA-BCC model based on the size of the variable remuneration can measure the static efficiency,then the paper use DEAP2.1,put the panel data in the Malmquist index,calculate the total factor productivity of China's state-owned industrial enterprises and its decomposition index,so obtained is the dynamic efficiency of the enterprise.Then from the national to regional analys is of the dynamic efficiency of state-owned industrial enterprises,find out the main factors influencing the efficiency of enterprises is the technology level,management level and the scale of production,and summarizes the methods according to the diffe rent situation of different regions.The study found that east C hina and central China own the highest technical efficiency of C hina's state-owned industrial enterprises,while the northwest and north China own the lowest technical efficiency.The most efficient ones are in central China and eastern China,and the lowest two are in the southwest and northwest.The two regions with the highest pure technical efficiency are south C hina and east C hina respectively,and the pure technical efficiency of northwest and north China is the lowest.The pure technical efficiency in south and southwest C hina is high,but due to its low scale efficiency,the comprehensive technical efficiency is low.However,the northwest region is a pure technical ine fficiency and needs to bring in some advanced production technology.The efficiency of vast majority of C hina's state-owned industrial enterprises is enough.While the pure technical efficiency of these provinces is still to be improved,but the comprehensive technical e fficiency is higher than other provinces across the country.Beijing,Hebei,Shanxi,Inner Mongolia,Jilin,Heilongjiang and other provinces of the state-owned industrial enterprises have some business management decision-making errors,that makes enterprise cost waste exist on inputs and the lower pure technical efficiency value.Due to lack of scale,the provinces with low efficiency of state-owned industrial enterprises,cannot achieved the demand of the market because of its small size.They are unable to enjoy the benefits of scale economy,or to stop the unnecessary waste of cost as the problem of idle resources.The state-owned industrial enterprises in Q inghai,N ingxia,Xinjiang have the problem of the management and operation policy mistakes,which can lead to waste costs of factor input.Their pure technical efficiency and scale efficiency are low.It is found that the overall management of China's state-owned industrial enterprises is becoming rational and appropriate.The state-owned industrial enterprises in the vast majority of provinces in C hina have the problem of insufficient technology.And the state-owned industrial enterprises have not fully achieved the scale economy.To solve this problem,this paper suggested to promote the reform of state-owned industrial enterprises,to increase the independent research of state-owned industrial enterprise and development investment and deepening the regional opening.Take some reasonable economic means such as market-oriented reform.Innovation of this paper lies in using multiple input multiple output DEA model,not only analyzed the samples of the technical efficiency,pure technical efficiency and scale efficiency,Finally the data according to the division and summarizing,it is concluded that the and aInnovation of this paper is that the use of DEA model with multiple input and multiple output,not only analyzes the technical efficiency and pure technical efficiency,but also the scale efficiency.This paper also used the Malmquist index to get the dynamic efficiency.Then this paper concluded the efficiency of state-owned industrial enterprises in different regions in China.And make suggestions according to the situation of different regions.O nly put forward adjust measures according to the local conditions can we improve the efficiency of the enterprise.
