Facing energy shortage and environmental degradation, China put forward a clear target on saving670million tons of standard coal in2015,which is pointed out in the12th Five-year Comprehensive Work Plan On Energy Saving and Emissions Reduction. Improving energy efficiency in China is the effective way to realize the goal. The study based on China’s national conditions,combining with theory and practical background, as well as followed by Definition-Selecting Indicators-Methods-Conclusion research thinking,the paper builds an index system. Based on the three-stage DEA model,the paper build an evaluating system of China’s energy efficiency.Therefore we can try to choose policies for improving China’s energy efficiency and raise proposal for energy saving and emissions reduction.The innovative works in this paper are done as follows:(1) Under the Total Factor Energy Efficiency connotation,the paper takes total energy consumption,total number of employees and capital stock as input indicators.And the output indicators are GDP and undesirable environmental impact output. Considering the unexpected output of environmental impact, the paper uses carbon emissions energy consumption measuring environment impact. Then it uses Pollutants-As-Input variables method to put the carbon emissions into the DEA model,considering environmental impact by energy use comprehensively;(2) Due to incomplete information, different measurement standards and technology limitations, we can’t get accurate data. The paper takes employed population and carbon emissions as interval indicator. For the employed population, we take the population of the beginning of this year and the last year end as interval endpoints. While for carbon emissions by energy consumption,we take the maximum and minimum carbon emissions calculated by different carbon emission coefficient as the interval endpoints. What’s more,in the second stage it isolates the influence of the external environment factors and random error from three factors,which are fixed assets,fund for science and technology and proportion of the second industry in GDP. Then readjusts the original input variables and put them in the DEA model again.Therefore,it is more reliable to use three-stage DEA model to calculate energy efficiency;(3) Through the second phase’s SFA regressive analysis, the paper gets the linear relation between the three selected environmental variables and input variables’s redundancy. The empirical results show that:Fixed assets and proportion of the second industry in GDP are negatively related to the energy efficiency,while fund for science and technology is positively related to energy efficiency. The second stage’s readjusted input variables are put in the third stage DEA model,whose results show that:the trend of China’s energy efficiency from1978to1993is increasing. The value of energy efficiency from1978to1990is low.While its trend from1994to2010is relatively stable, and the value of energy efficiency is high.In2010the value of it reaches the highest.
