Study On The Supplier Evaluation And Selection Of S Publishing Group In Online Reverse Auction

With the increasingly fierce market competition and the booming globalization ofelectronic commerce, the e-procurement is substituting the traditional one and becoming anew procurement form. Online Reverse Auction（ORA）, originated from the1980s, becomeshighlighted because of its advantages in improving procurement efficiency and loweringprocurement costs. However, growing research suggests that, to some extent, using OnlineReverse Auction may lead to some negative impacts on procurement relationships ofenterprise, like crisis of trust, opportunistic, unequal win-win relationship and so on. Suppliermanagement, as a vital part of ORA, including suppliers’ audit, assessment and selection,plays a conclusive role in the decision and the final results of enterprise ORA. Nevertheless,we haven’t attach much importance to the theory on how to evaluate and select suppliersunder ORA circumstance, not to mention the limited related domestic research.Publishing Group S acting as a textbook publishing key enterprise in S Province, itsoriginal traditional bidding procurement can’t meet the procurement demand now. In view ofthe advantages of ORA, the start of the Online Reverse Auction program is imperative.However, the implement of the ORA is bound to bring about changes in the originalprocurement relations, and thus impose more difficulties in evaluating and selecting suppliersfor Publishing Group S. This article develops as follows. Firstly, it explains the basic theory,implementation process, features, and advantages of Online Reverse Auction based on therelative literatures, and then set up a feasible ORA process for Group S. Secondly, afterscholars from home and abroad collect and sort the factors of ORA, this article puts forward anew problem on how to select and evaluate suppliers under this changes; thirdly, design the“how to select and evaluate suppliers” mode. Through sorting the relative literatures, theauthor preliminary designs the index, what’s more, a questionnaire was carried out forevaluating its validity and reliability to construct the index and found a panel of experts tofinally decide the evaluating system and make a determining weights in each index andstandard using Analytic Hierarchy Process (AHP); last, taking the Group2013offset paperprocurement program for example and applying the selecting evaluating system and the “howto select and evaluate suppliers” method this article points out, the article tries to do someliving examples research and in turn to prove the rationality of this research.
