Research On Benefit Sharing Mechanism To Build The Park In Shanghai In Different Places

With the economy development and increasing competition, regional economic cooperation is becoming more and more important for local governments to gain competitive advantage and promote regional economic development. Off-site park is a new model of regional cooperation in the current domestic, which is beneficial to the second industry developed area to be transferred out of home and leave enough space to develop the third industry. On the other hand, the surrounding underdeveloped regions can have enough capital and labor to develop economy, and through the cooperation with enterprises in developed regions to learn advanced high-tech knowledge and management abilityBut the current industrial park cooperation coordination mechanism is not perfect, it has several problems, such as the cooperation mechanism is lack of the legal system and the benefits distribution is imbalance. So "explore to establish industrial transfer and undertake benefit sharing mechanism" is raised as one of the important research projects in the economic coordinationOn this background, the study on the benefit sharing mechanism of Shanghai industrial park is proposed. This study has both macro and micro sense. From the macro level, it is important to achieve the harmonious community and the economic development goals. From the micro level, the study provides the reference behavior for enterprises and governments to obtain a good reputation, competitive advantage and achieve long-term development.This paper uses the method of economics and mathematic to analyze the theory of distribution, social responsibility and sustainable development by qualitative and quantitative analysis. This study first researches on the industrial park distribution system and then focuses on the how to improve the benefit sharing mechanism of Shanghai industrial park.The main progress and conclusion of this study as follows:1. Study on the status quo of Shanghai industrial park, the paper proposed the benefit sharing mechanism is different because of the differences of the cooperation forms, which mainly has the joint stock cooperative system,"different production unified management" and enterprise owner. The three forms effectively define the responsibility, authority and revenue sharing between the local government and enterprises in a certain extent. But it also has several problems, such as lack of unified system and legal protection, fuzziness of GDP statistics and lack of interest compensation mechanism.2. Based on the theory of the stakeholders, this paper elaborates the benefit value and the relations of main stakeholders under different cooperation forms of Shanghai industrial park. The paper also built the system of mineral profit, which includes government in transfer place, government in undertake place, enterprises in transfer place, enterprises in undertake place and employees in undertake place. This paper draws the following conclusions that how to coordinate the interests of the four distributions is the core of the campus benefit sharing mechanism.3. Based on the theory of the distribution of benefits, the paper establishes the model of profit allocation between the government in transfer place, government in undertake place, enterprises in transfer place and enterprises in undertake place. The paper also puts forward that a good and effective benefit sharing mechanism must follow the principle of equitable distribution, incentive compatibility principle and risk-sharing principle. Against the existing problems in the benefit sharing mechanism, we put forward the following suggestions:according to production factors to distribute the GDP statistics division; according to the principles of distributive justice to establish risk-sharing benefits compensation mechanism; build the industrial park related laws and regulations; establish a supervision department to regularly task progress assessment.
