Shanghai government abolished the comprehensive insurance in2011and brought the urban floating employees into the system of the town employees’ social insurance. This unified transformation is not based on the effective demands of the migrant workers and the disappearance of the binary structure, but the response to the new law of the central government. As a result, the transition is just a way that local governments receive signals from the superior governments. This compulsory system inevitably forms a great gap with the implementation capability. So it is impossible to achieve the policy objective which is a mirage. During the transition, we have no a reasonable approach to deal with the connection, the previous interests, the time, the intention and ability and so on. So the transformation will challenge migrant workers’rights of the social security. This paper defines the rural migrant workers based on the transitional goal especially the study is on the migrant workers who have a formal labor contract. Then the researcher carries out a questionnaire survey about "the effective demand to participate in town employees’ social insurance". From the statistical analysis, we can find the great gap between the willingness and the ability, the different degrees of wish and insurance programs. At the same time, the transition brought the most migrant workers emotional loss. The factors of the sense are the high contribution rate, the uncertain income, the number of years, some individual characteristics and so on. In order to confirm the loss, the author calculates retirement pension replacement rate from the perspective of social security actuarial method. Through the comparison of three kinds of security models, the transition leads to the older migrant workers cannot enjoy social security retirement income because of the limitation to the number of years. The pension replacement rate of the other migrant workers presents a low level. And then this paper calculates the compensation for this loss which is based on the discount the number of years and supplementary payment for old age endowment premiums over the years.
