| With the social progress and economic rapid development,pension double regulation contradiction has gradually become the main contradiction.The double track of pensions not only reflect in the enterprise or business unit staff pension unfair treatment,but also intensify the social contradictions and hinder the pace of progress of harmonious society.On April 6,2015,general office of the state council formally announced <the measures for occupational pension in government institutions>,and it marks the occupational pension in our country will be formally established,and at the same time,it also means that the "double track" in the pension system is coming to an end and the reform of the old-age insurance system in our country makes a further big step.When the reform of pension double track has been put into effect,the worker’s level of the pay of provided for the aged in government institutions will surely have a slash,and in order to make up for it and to make this system more perfect,occupational pension plans have been composed to establish.o make sure this issue will guarantee related to the worker’s level of pay of provide for the aged,this paper makes the related research.Firstly,on the basis of multiple disciplines,such as insurance,economics,management science,statistics,and so on,using the literature research method,this paper makes the related concepts and theories of occupational pension more detail,and analyzes the advantages of the target replacement rate,the characteristics and models of occupational pension,and so on,which make the theoretical foundation for the following empirical analysis.Secondly,by the method of quantitative analysis,this paper makes a empirical analysis to our country occupational pension replacement rate level.using the related mathematical model respectively to measure before and after the reform of pension replacement rate,and then calculate the occupational pension replacement rate level,further to analysis the gap between after reform and the pre-reform on total pension replacement rate,analysis and make conclusions: occupational pension replacement rate is enough to make up before and after the reform of pension replacement rate drop,agencies and institutions may even make annuities pay more than the original quality standardsFinally,according to the mature experience of foreign and the success and failure of China’s five pilots,this paper summarizes some policy suggestions,so that make a certain contribution to the development of occupational pension system in China. |
