In recent years, wind power has experienced a rapid development. Many regions have established large-scale wind farms, but large-scale wind power grid have a negative impact to the security and stability of grid, because there are no relevant policies to support it. Therefore, the grid does not has the incentive to accept wind power, which makes wind power inefficiencies. Then many regions abandoned wind phenomenon. Wind power problem has become an obstacle to the development of wind power. It is a major problem, and appropriate subsidy policy may be able to mitigate this conflict.In this paper, the theory of industrial organization is used to analyze the wind power impact on the system. From the perspective of subsidy funds and carbon tax policy, the grid enterprises, conventional power plants, wind power business and government is selected to establish an agency pricing model based on Ramsey pricing model to analyze next superior sales price and the number of subsidies for wind power. This paper also proposes vertically integrated model approaches for finding a new breakthrough to solve the wind power grid problems.
