Resarch On The Social Cost Of Tendering&Bidding In Zhejiang Water Conservancy Construction Project

In recent30years, China’s tendering&bidding legal system has been initially formed, the market scale of tendering&bidding enlarged constantly, and the management system of tendering&bidding also got continuous reform and improvement in practice. People always focus on the massive funds saved by the public bidding for the country but overlook the social cost of engineering tendering&bidding. Paying attention to the social cost of engineering tendering&bidding is an inevitable requirement to further carry out and give prominence to the preferential effect of tendering&bidding, improve the efficiency of resource allocation, and construct the conservation-oriented society.Through referring to the study theories related to social cost at home and abroad and the hypothesis related to human behavior in neoinstitutional economics, the paper analyzes the elements forming social cost of tendering&bidding by combining with the characteristics of tendering&bidding, and gives a definition and composition of social cost of construction engineering tendering&bidding, including effective social cost and invalid social cost; besides, it also analyzes the impact of invalid social cost upon tendering&bidding system and the society.From perspectives of institutional cost and transaction cost, the paper analyzes the social cost of engineering tendering&bidding, presents the manifestation patterns, cost traits and payment methods of social cost of engineering tendering&bidding, and makes improving proposals to lower the social cost of engineering tendering&bidding, in the hope of further completing tendering&bidding system and standardizing the market behavior of tendering&bidding.Through conducting questionnaires to different categories of bidders participating in the water conservancy project in Zhejiang Province, the paper knows well the competition status of bidders in transaction market of water conservancy project in this province. By introducing the method of grey correlation analysis, it figures out the correlation degree affecting the possibility of winning a bid and analyzes the strategies for bidders to gain high possibility of winning a bid, as well as the achievements of the improving proposals adopted by governmental administrative supervision departments to lower the social cost of tendering&bidding.
