However, with the continuous change of the international and domestic situation, especially the trend of global economic integration accelerated, market economic reform deepens. China’s domestic economic structure adjust gradually, the development zone had to new situations and new problems. Other drawbacks Zone Management system exposed:development Zone, the legal status is not clear, the institutional setup of the CMC swelling, there is a deviation theory and practice, personnel management mechanism is not live, etc. are the further development of the development Zone had a impact, even the management model has been unable to meet the requirements of economic development. Therefore the development zone management institutional reform and innovation is particularly necessary. In this paper, taking Shaoxing Binhai Industrial Zone as an example, make full use of the new public management, multi center governance theory, and other public management theory, in-depth analysis of the problems and causes existing in the management system of the development area; at the same time, through a comparative study, drawing on the pattern and course of development of the foreign development zone for the Shaoxing Binhai Industrial Zone of institutional innovation ideas; last around the positioning of the development of the Shaoxing Binhai Industrial Zone, to put forward relevant countermeasures:the legal status of the explicit management of the main; increase the training efforts of intermediary organizations; deepen the reform of personnel system; the use of matrix management.
