Cultivated land resource is the most important part of land resources, quality and quantity of cultivated land resource is the basic guarantee of food production, to keep a certain quantity and quality of cultivated land is the foundation of human survival and development, also is the key to food security. The change of cultivated land resource is the core of the regional land use change, due to the nature, society, economy, technology and history, the influence of such factors as the change of cultivated land and to reflect the social and economic development of the basic situation. My country is rich in land resources, but the cultivated land area in which the proportion of small, only12.68%of the land area of cultivated land in our country. As a big agricultural province of China, hunan province, one of the most important commodity grain bases across the country, the number and quality of cultivated land change directly affects the food security situation in hunan province and even the whole country. Therefore this article through the analysis of cultivated land quantity change process in10years, the study of the influence factors of cultivated land quantity reduce, and the following results are obtained.The essay focuses on the general situation of the present situation of hunan province around the class structure and the distribution and characteristics, in the land use structure, agricultural land of18.293million hectares, accounting for86.35%of the total proportion of land; And agricultural land in proportion of cultivated land and forest land is the largest,4.135million ha and12.296million hectares, respectively were19.52%and19.52%of the total amount of land, so the change of cultivated land and forest land area will seriously affect the proportion of agricultural land in the land. The trend of cultivated land is reducing year by year, while the population continues to increase, the per capita arable land area of serious decline, in2008the per capita arable land area of0.0554ha/person. And embodied in the situation of quality of cultivated land in hunan province population, cultivated land area is shrinking year by year, the contaminated land area increases, can use the lack of good supplement of arable land resources, high yield field area dropped year by year, increasing soil erosion and the acidification of the cultivated land area is expanding, and so on. So for these new conditions, is expected to take the following protection countermeasures, specific performance for consummating the system of law of protection of farmland, improve the system of cultivated land protection responsibility. Implement the strictest arable land protection system, strengthen the control of land use planning management, reduce the construction scale of cultivated land, promoting the comprehensive improvement of the rural land, optimize the industrial structure, improve the quality of cultivated land. Strengthen environmental protection consciousness, the correct implementation of the protection of cultivated land, rely on scientific and technological progress to find relative to the policy, enhance the level of cultivated land protection in an all-round way. Therefore, in order to guarantee the total arable land dynamic balance, guarantee food security, realize sustainable use of cultivated land resource, take reasonable economic, administrative and legal means to control population growth and improve population quality and damage to cultivated land utilization and economic development, further improve the land law enforcement, improve the level of intensive utilization of land, earnestly implement the "treasure and rational utilization of land, to protect arable land," the basic national policy is the top priority.
