The 17th meeting of Chinese communist Party pointed out in the report that we should intensify efforts to support agricultural policies; strictly protect the arable land; increase input in agriculture and promote agricultural science and technology; enhance the comprehensive agricultural production capacity and ensure the security of the country's food. This policy not only indicates our party's determination to protect farmland, but also highlights the importance of arable land for our country. The arable land resource is the basic means of development of the agriculture and also the basis of human life. The protection of arable land resources is directly related to hundreds of millions of Chinese peasants and is also the core of "three rural" problems. At the same time, as China has not established a unified national social security system, arable land resources has become the basic livelihood guarantee, so it has a direct bearing on social stability and harmony .The 17th meeting of Chinese communist Party expounded from the policy level that it is more important to protect arable land relying on law and also rely on the integrity of the system and firm implementations .China's arable land resources protection system is claimed to be "the most strict protection system of the world", however, China's arable land has decreased rapidly in recent 10 years. According to published data of the Ministry of Land and Resources in 2006, up to October 2006 China's arable land has dropped to 18.27 million mu, which approaches red line of international standard of 18 million mu, so the per capita arable land area is only 1.39 mu. From this perspective we know that the country's system for protecting arable land exists some problems, including the perfect of the system and implementation of these systems, therefore, we have many areas to improve.The paper construes China's present arable land resources protection system focusing on some much-needed improvements. The first part is the introduction which outlines the background, present situations and ideas of China's current study on the protection of arable land resources. The second part is the main part, dividing it into four chapters: Chapter 1 chiefly explains the significance of protection system of arable land resources and the present situations of the arable land. Chapter 2 introduces the historical evolution of this system and the main contents. Chapter3 indicates the serious problems of the protection system of arable land resources. Chapter 4 brings forward the solutions to the existing problems of the arable land resources protection system.
