The Causes And Countermeasures Of Government Fiscal Disparity Among Three Regional In Liaoning

In China, the regional economic differences not only exist between the east and Midwest, but also within a province. The existence of the gap among regional development is a universal phenomenon in the process of economic development. However, if the gap is constantly increasing, it doesn’t conducive to the improvement of overall national and restricts the development of economically developed areas. Eventually it will endanger the social stability and national unity. Coastal economic belt of Liaoning province, Shenyang economic zone and the northwest area of Liaoning province constitute the three major parts of the province regional economic system. The three major parts have different economic gap because of the resources and the cultural specific causes. It mainly reflects for the comparable gap between the developed areas and the economically backward areas. In a word, it also exist obvious development gap between different regional governments within the same province.The main task of government as a public management is to provide public goods and public services. The government which wants to perform this function fully needs fiscal support. As is known to all, government fiscal resources is funds guarantee which performs its function or meets the need of social and public. The size of the government fiscal resources will influence the way how it the government achieves its functions and meets the need of social public, and thus affect the social and economic development and national stability. In order to further study the government role in the process of economic development, we need to discuss how to improve the government’s fiscal income, how to effectively use the government’s fiscal expenditure, how to better the policy adjustment, how to transformation of government functions. We want to analyze financial differences between the government from the three major regional plate total revenue, total fiscal expenditure, fiscal burden gap, the government financial gap. So coordinating development and narrowing the gap in development among regions has become an important driving force of steady and rapid economic development in Liaoning province.This article is divided into five chapters, the main point of view as follows: Chapter1:introduction. This chapter illustrates the significance of the paper as well as the domestic and abroad theory about the regional economic gap. It also introduces research methods. Chapter2:the theory and judgment of the government fiscal difference. It describes the gap of economic development, economic management system, and fiscal management system of population density and coefficient of financial support for the fiscal difference. Chapter3:empirical analysis. By the comparison of main economic indicators, we find out the relationship between the financial and the difference of regional economic development in the three regions of Liaoning province government.Chapter4:the causes of financial gap between three regional governments.
