Employment has become a serious social problem at present,to start an enterprise is to solve the employment problem which is important and an upsurge of entrepreneurship is in the boom. Hebei Province is also active in the entrepreneurial social transformation ,in order to promote employment situation,and to promote economic rapidly and healthly.This article study in Hebei Province entrepreneurial oriented fiscal and financial policy.. First, from the pioneering role of the social background and analyzes the government of Hebei Province should put enterprise as a focus of future work. Further support the theory based on entrepreneurship, venture outside and high-risk determines it needs the strong support of public policy. Third, it point out the need for starting an enterprise in Hebei Province, detailed analysis of fiscal and financial policies in several cities in Hebei Province has been implemented and the specific content of these policies to achieve positive results. Then the main problems of the current fiscal and financial policies in Hebei Province is for a detailed analysis, it pointed out the limitations and the consequences of the policies,it is not very effective to promote entrepreneurship. Then analyzes the typical developed countries and provinces in China to promote entrepreneurship in the implementation of fiscal and financial policy, and draw up their policies to promote entrepreneurship in Hebei Province in China. Finally, propose how to improve the financial policy and fiscal policy of entrepreneurial-oriented in Hebei Province , increase the credit support of venture businesses, strengthen the support of venture capital, expand the financial channels for enterprises , increase investment in entrepreneurial education, expand the policy to benefit people, etc.
