As all countries’ comprehensive national strength is stronger and the economic globalization develops much faster, each country implements series of strategies to encourage domestic enterprises to go out and foreign companies to come in. The "go out "strategy will help to solve the problem of employment, increase the income of residents and master the advanced technology, In the same way, the "come in "strategy will help to increase the GDP, raise the level of domestic infrastructure construction, lead the development of undeveloped industry and solve the problem of employment. Now that the "come in" and "go out" have so much advantages, every nation should study the elements which can affect the international investment. The host nations should improve the investment climate to attract excellent enterprises. The investment countries should quantify the investment climate in use of the investment elements to make rational decisions. National investments achieve the optional allocation and redistribution of global resources in some ways.Booming great nations are the important participants of the globalization and the main direction of the transfermation of international power. It’s has been predicted that the BRICS will weigh against the seven countries in west in2030.So it fits the objective process of the worldwide development tendency and it is very normal that booming developing countries make more significant roles as the developed nations has been in recession for a long time, In addition, the BRICS has attract more investments from every corner of the world. It is very obvious to discuss which country of the BRICS has more attraction in view of the investment. It will not only help the investors to make decisions, but also help the host nations improve the inferior climate.This article has three parts. The first part tells the background and the meaning of the study, similar study from domestic and overseas, the methods and components. The second part tells the details of the BRICS investment climate which include the infrastructure construction, natural resource, the stability of political environment, the legal environment, the economic development, the tax policy and industrial policy, the market development and labor force elements. The last part calculates the scores of the five nations through the qualitative analysis of the BRICS in use of the principal component analysis.
