Diversification of investment subjects is one of the important features of modern enterprise system. In recent years, with the deepening of the reform of state-owned enterprise cooporation, diversified ownership has became a generally choice by the stated enterprises especially competitive state-owned enterprises.With the promotion of market economy reforms,our country also accelerated the pace of state-owned enterprise diversified ownership reform.A growing number of state-owned enterprises have been into the sequence of privation.The pattern of diversified property rights has been basically formed.But looking from recent practice of property right system reformation,china has not achieved a real sense of property right system innovation.Diversified ownership is an important cotent of modern property right system,The implementation of the diversification of property rights reform will help standardize the corporate governance structure,decentralized business risks and also can realize the separation of enterprise.China’s state-owned enterprises use"a dominanf’property right stucture for a long time,leading to the disadvantages of the property rights system of state-owned enterprises.The reform of state-owned enterprise property rights has its inevitability.The most important content is the diversification of property rights.Zhang weiying points out:"the next step of Chinese economic whether has the possibility to maintain high economic growth,the most important thing is whether we can from the First-mover advantage of technology and management gradually turn to the Late-mover advantage of system.The key here is the reform right system,othervise competitiveness would be impossible.At present,China’s economic system reform continues to deepen and the Socialist economic system costantly improved.The rapid development of non-public economy has already had the strength and condition to enter the state-owned enterprised;with the opening of further expansion.more foreign companies will enter China;further improved laws and regulations,which are all good conditions in china to conduct divesification of property rights.Diversification of property rights is the key to the reform of sated-owned enterprises,to achieve diversification of property rights should start from the actual situation of state-owned enterprise.When carries on the diversification of property rights,different industries should have different imp;ementation way.Only in this method,stated-owned enterprises could become a real modern enterprise.In this thesis, the content of the research is mainly divided into six parts:Chapter1is the introduction. Mainly includes the research background, research meaning and purpose, research method and technical route, the research trend of domestic and abroad, and presents the latest domestic diversified ownership perspective.Chapter2makes the relevant theoretical analysis of diversification of property rights.The thesis describes the following aspects in detail:the cause of modern enterprise,the characteristics and type of company,the nature of shareholding system and function.the main form of western state-owned enterprises,the reform of state-owned enterprises in the west.Chapter3tells the practice of diversification of property rights of state-owned enterprises in China.The artical discusses from two aspects.one is the background and reason of the diversified ownership reform of state-owned enterprises and the other is the process of the reform of tate-owned enterprises property right diversification.Chapter4is the necessity of the reform of state-owned enterprise property right diversification,which is the key point of my research.Though comparisons of China Petrochemical Coopration’s key financial indicators before and after diversified ownership restructuring, the artical demonstrates the relationship between state-owned enterprises’effciency and the structure of diversified ownedship.In addition,the artical also analyzed the relation of state-owned shares proportion and economic benefits.Chapter5is the way to achieve diversification of property rights.This chapter first discusses the process of state-owned diversified ownedship,then introduces the realization of diversification of property rights.On this basis,I put forward the state-owned enterprises’management pattern,mainly include "combination of strangers","state holding mode","investment mode""guotuiminjin",and finally,this paper introduces the clear Equity model of state-owned enterprises.Chapter6is the policy recommendations.Mainly from creating conditions for non-state-owned capital,providing policy support for the development of non-state-owned enterprises,improving income distribution policyand slecting qualified intermediaries.
