Dangerous Chemicals Regulatory Mechanism Construct

As the rapid development of economy and increase of investment promotion, the chemicalindustry is growing gradually and the amounts and size of petrochemical, coal chemical andmedicine chemical are expanding recently. However, because of weak base in the regulations ofsafe production of hazard chemicals, low level of safe managements in companies and lack ofadministration from government, the accidents, especially the serious accidents happedfrequently. The life safety and property safety of people is endangered, the stable developmentof society is threatened. Through the study of the theory and experience from developedcountries and international organizations and the combination of practical regulations in Heze,this paper discussed the safety administration of dangerous chemicals in our country from manyaspects such as companies, governments, science methods and laws. This thesis raised a newconcept“safety regulation system of dangerous chemicals”, make clear the main responsibility ofenterprises, the safety managements of government and linkage supervision of departments.Companies which take the main responsible for safe production are the main parts and thesource in the construction of regulation systems of the hazard chemicals. Governments which arethe managers for the regulation system administrate the safe production according to laws toensure the stable of production safety. The collaborated administration of the government andmedias can ensure the effective run of the safe regulations. The government can set up a safeproduction committee which is directed by the managerial department and include environmentalprotection, quality testing, business, fire protection, gas station departments. All thesedepartments should share informations and act together to make sure the effective collaboration.We need to encourage the linkage between the government and companies and change the roleof government from regulation to service and we also need to change companies from passiveregulation to active regulation. The companies should treat safety as the most important thingand incorporate more with the government. The governments and medias must be incorporatedto make up the weak points of the regulations from the governments. The advantages of themedias and public supervision should be used to manage the hazard chemicals thoroughly andefficiently.There are many problems in the regulation systems in the chemical industry, such as theimmature of the system, the gaps in the approval of some early chemical projects, unsuitable of some designs of projects with the laws and the unsatisfaction of some conditions. So a long timeis needed to rectify those problems. The different qualities of the managers and workers in thecompanies, there are not safe managements or professional managers in some small companies,loopholes in the safe systems, indecisive of the safe responsibilities and the inconsistencebetween the regulations and companies. Far lagging of the strength and procedures of regulations,less of the professional knowledge of the managers, inadequate of the measures which wouldlead to unqualification. The government and many departments are in the primary steps, thecorporation of different departments are not enough. These situations are urgent to be changed.This paper is based on the research of the grass-roots chemical industry, to analysis thesituations and insufficient of the safe production at present and to construct a long effectivemethods to regulate the hazard chemicals.Firstly, we need to set up the laws and standardsystems for the hazard chemicals. Secondly, we should cooperate different departments andformulate the effective measures to ensure the validity and long-range of the collaborationbetween the governments and companies, different departments, and governments and medias.Thirdly, we must make use of the power of science to improve the level of safe managements, tocontrol the devices automatically. We also should carry out HAZOP analysis and make theregulation systems for hazard chemicals more perfect.
