The Environmental Accounting Information Disclosure Of Our Country’s Heavy Pollution Industries

Along with the rapid development of society and economy, environmental pollution,ecological imbalance etc. are increasingly serious. The improvement of human material andthe rapid development of economy are at the cost of the destruction of ecological environment.Many environmental pollution incidents are caused by the enterprise. According to therelevant departments of statistics,80%of the pollution of the environment is from theenterprise (Meng Fanli,1999). Therefore, how to guide enterprises to implement "greenproduction", paying attention to the environmental protection, and how to make enterprisemaximize the interests as well as environmental benefit become the urgent problems now.Facing the urgent environmental pollution, people pay more and more attention toenvironmental problems and the government put forward the concept of scientificdevelopment, promoting actively the concept of energy saving and emission reduction.Nowadays, corporate stakeholders also give more and more attention to enterprise’senvironmental information. Represented by Japan and the USA, developed countries startedearly research on environmental accounting, the system of whom is mature. While research onenvironmental accounting in our country is relatively late, the theory of environmentalaccounting information disclosure is not perfect. So the environmental accountinginformation disclosure quality is low. Therefore the research of environmental accountinginformation disclosure has very important practical significance.In recent years, the national related departments have taken many measures to promotethe enterprise environmental accounting information disclosure. The state environmentalprotection administration and the China securities regulatory commission have issued anumber of laws and regulations to guide enterprise environmental accounting informationdisclosure, such as: the state environmental protection administration issued guidance aboutgreen securities in2008,<the environmental information disclosure of listed company guide>(draft) in2010, which embodies fully the national emphasis on environmental accountinginformation disclosure. The iron and steel industry is the foundation of our country pillar. But serious ecological environment pollution is made in the process of production, the situationhas caused more and more attention from the stakeholders.Based on the above background, the iron and steel industry in our country theenvironment accounting information disclosure of related problems were discussed in thispaper so as to promote the environmental accounting information disclosure developmentprocess of the steel industry. On the basis of reference to existing research results, this paperexpounds the definition of environmental accounting and environmental accountinginformation. Then the theoretical basis of corporate environmental accounting informationdisclosure are introduced, namely sustainable development theory, theory of socialresponsibility, stakeholder theory and game theory.Through studying the prospectus and nearly two years of the annual report, the writeranalyzes the current situation of environmental accounting information disclosure system of44steel industry listed company in China. Based on the advanced theory on environmentalaccounting information disclosure of Japan and America, the writer, then, put forward theframework of environmental accounting information disclosure. Finally considering theproblems existing in the iron and steel industry in our country environmental informationdisclosure, suggestions are put forward from the three angles respectively: the government,enterprises and society improvement.
