For reforming and opening up30years, our country’s economy gotrapid development, but there are still many problems, we should payour attention to the extensive mode of economic development that isoverly dependent on resource investment. It’s an urgent need toimprove the technology level of production which leads to thetransformation of the mode of production in our country. Fordeveloping countries,at present, in order to improve the productiontechnology level, there are two basic ways: first is independentinnovation, followed by the introduction of advanced technology fromoutside to absorption and innovation, Most developing countrieschose the latter, a growing number of emerging economies throughoutward foreign direct investment (ofdi) reverse technology overflowto realize own technological progress, at the same time more andmore scholars study of outward foreign direct investment problems.In this paper, we study the motherland enterprise’s absorptivecapacity of technology spillovers from outward foreign directinvestment through the view of technology progress caused themother country, through drawing lessons from the research achievements of predecessors and my own research, I analyzed themain factors affecting reverse technology overflow of absorptivecapacity. First theoretically analyzed the mechanisms of OFDIreverse technology overflow enhancing the technical levels ofoutward foreign investment enterprises, and then to promote thehome country industry level of technology progressing, finallypromote the national overall technical level rising. Then by building asimple Cournot model of duopoly to launch research on theinfluencing factors of absorptive capacity of reverse technologyoverflow, using LP model to establish the empirical model carried onthe empirical research on following separated factors: the researchand development investment, human capital, economic openness andfinancial development level, the infrastructure construction andmarketization degree and so on. The results show that China’s OFDIreverse technology overflow promote total factor productivity effectis significant in our country. R&D is conducive to the absorption oftechnology, but the current level of human capital and financialdevelopment, infrastructure construction, economic openness,marketization level can’t effectively to promote the absorption oftechnology spillover. Finally based on the results of the study, fromthe micro and macro aspects put forward the policy Suggestions.
