With the reverse technology spillover effect of developed countries' OFDI,there are more developing countries begin to participate in the activities of OFDI.As the biggest investor of outward FDI in developing countries,China ranked 3rd among all countries in term of OFDI flows.The proportion of non-agricultural industries' outward FDI was great.From industrial perspective,the paper researches on the reverse technological overflow effect of non-agricultural OFDI and analyzes how absorptive capacity effects on the reverse technological overflow effect.Firstly,this paper states the related research on the reverse technology spillover effect of outward FDI,and reviews the literature about reverse technology spillover effects with absorptive capacity.It finds that most scholars suggest that OFDI can promotes technology progress.It finds that most studies focused on the national level or provincial level,researches on industrial level are few.Absorptive capacity of enterprise is the important factor influencing the reverse technology spillover effect of OFDI.While human capital,domestic R&D level and technology gap play an important role in absorbing capacity.Secondly,this paper explains the mechanism of this reverse spillover effect and analyzes how enterprises promote technology progress by outward FDI and how absorptive capacity effects on the reverse technological overflow effect.By analyzing the current situation of China's outward foreign direct investment and the absorptive capacity of non-agricultural industries,finds that compared to the developed countries,China's investment scale was small and mostly distributed among developing countries.Non-agricultural industries' outward FDI distributed widely among industries,but mainly focused on the third industry,and the absorptive capacity is very low.Thirdly,this paper uses the method of DEA(data envelopment analysis)to measure the TFP(total factor productivity)of non-agricultural industries from 2004 to 2013 which are usedto instead of the technological level.By establishing model,choosing fixed effect estimation method to study on the reverse spillover effect of different industries in our country.The results show that there exists reverse technology spillover effect of non-agricultural industries,and investment on a much larger scale on the third industry play a more obvious role in improve technological level than the investment on the second industry,and the strength is greater.But compared with the role of domestic R&D capital stock,the strength of reverse spillover effect of OFDI is smaller.Based on the research on the relationship between the absorptive capacity and reverse spillover effect with linear and nonlinear models,it shows that the nonlinear model is more suitable for them.And currently,the low level of absorptive capacity seriously hinder the reverse spillover effect of OFDI.Lastly,combined with the conclusions of theoretical analysis and empirical test,in order to improve the reverse technology spillover effect and promote industrial technology progress,this paper offers the corresponding countermeasures and suggestions from three aspects of enlarging OFDI to developed countries,encouraging technical OFDI and improving absorptive capacity.
