Small and medium enterprises play a vital role in the national economy, a lot ofcountries have recognized the contribution of SMES to the economic growth，employment promotion and the progress of technology. As the activity of the SMEs ina country often affect the economic strength of this country, the country all over theworld place different degrees of emphasis on the development of the SMEs and doeverything possible to support the SMES. The biggest problem faced by SMEs is theshortage of funds and difficulties in financing. The difficulties in financing and loanshave become the biggest bottleneck for the development of the SMEs which hasattracted attentions from each parts of the society. To solve the problem, The Chinahas introduced the financing guarantee system for the SMEs in1992.Up to now, It hasbeen22years and made many brilliant achievements. However, with the continuousdevelopment of financing guarantee institutions, they revealed some problems.
