The Research On The Influence Of International Labor Service Cooperation For China’s Economic Development

The issue of imbalance in the development of international economy has always been there, however, to a certain extent, the intense and scarce possession of labors resources in various countries restricts the solution to that problem. Specially, some countries lack of the staff who can get engaged in hard work with low level of payment, some countries lack of the intellectuals who master sophisticated and professional technology, or with full accomplishment of scientific knowledge, in short, if these labor elements are not free flow in the world, some countries would have to be face up to the bottleneck of developing. Therefore, it has been consensus for most open economies that strengthening the international labors cooperation to support the global mobility of human resources. Meanwhile, as a emerging and developing country, China also find many rare opportunities in international labors cooperation. Solving the youth employment difficulties due to the pressure caused by population growth and consolidating the export level are both dependent on the foreign labors cooperation. China get the huge number of labor force, but its internal quality keeps uneven. The significance of this article lies in how to foster strengths and circumvent weaknesses and play a constructive role in international labor cooperation for China, which worth pondering by scholars.This paper uses empirical methods to explorer the relationships between the scale of foreign labors cooperation and such variables as level of employment, foreign investment and international trade, therefore the principle of "adjust measures to local conditions" would be put forward to. First of all, this paper realizes that international labor cooperation may bring some positive effects on the relieving of domestic employment situation, the adjusting of labor market structure by reference to large number of domestic and foreign literature. Secondly, this paper reviewed the related important definition of labor service cooperation, and its difference with the word "labor services output" for the clarification, it also lists the development of international labor service cooperation pure theory thought, including the absolute superiority, comparative superiority, H, O and labor migration of push-pull theory, etc. Thirdly, by relying on the comprehensive comparison method, this article expounds the status quo of China’s foreign labor service cooperation from3angles: the staff size, industry distribution and the partner country distribution, at the same time, it also shows the negative respects as the differences among provincial labor cooperation level, the deficiency of legal consciousness for migrant workers, the lack of standardization of the domestic labor export management system, and the serious xenophobia in some foreign countries, which hinder the further development of China’s foreign labor service cooperation. Fourthly, according to the theoretical analysis and empirical test including the ADF test and cointegration test and Granger causality test, the positive effects on employment, foreign exchange income and trade growth were confirmed partly.Finally, this article presents several policies, suggestions and measures to promote the career of participating in international labor service cooperation for China, which involve three main different obligation undertaken by the government, the labor service intermediary organizations and workers.
