Research On The Service Trade Barriers Measurement Of China’s International Engineering Contracting

International engineering contracting is an important means of world economic exchanges and technical cooperation. It is also one of the main aspects in service trade. From 2001 to 2012, it increased with an average annual growth rate of 26.35% in China. The rate was only higher than that of foreign trade in goods, but also higher than that of foreign trade in general service. International engineering contracting is one of the service industries which have comparative advantage in China. In 2012, the rate of China’s turnover of international engineering contracting and China’s service trade exports was 61.24%.However, compared to the developing countries, the level of competitiveness of China’s international engineering contracting is low. There are various engineering technical standards and trade barriers in main target markets. They have been barriers to China’s international engineering contracting export. In order to better promote the export of China’s international engineering contracting, promote the overall level of foreign trade in service and improve trade structure, it is necessary to make the service trade barriers measurement of China’s international engineering contracting.Firstly, the paper focuses on the literature of the theory and means of service trade barriers measurement and service trade in international engineering contracting. Secondly, the paper makes a statistical description of the situation, characteristics and problems and so on of China’s international engineering contracting. Thirdly, the paper makes a construction of evaluation index system of services trade restrictiveness index of China’s international engineering contracting, and uses AHP to make an evaluation of ten countries’ international engineering contracting barriers level and the indices are calculated. On the basis, the relation of services trade restrictiveness index and the service export of China’s international engineering contracting is analyzed. Taking Algeria as an example, the paper analyzes the barriers of international engineering contracting market. Finally, the paper puts forward corresponding countermeasures from three aspects which include government, financial institutions and industry to promote the service export in international engineering contracting.
