Global financial crisis in2008on the world’s major economies have causeddifferent degree of negative impact, damage to the economy crisis still has not beenthoroughly repaired. In the aftermath of the crisis, the causes of the crisis from all walksof life extensive research and reached a basic agreement, that shadow banking factorsare the main reasons for the crisis. The biggest characteristic of the shadow banking isvery little or almost not affected by the financial supervision, and itself is give priorityto in order to profit, and it contains the huge risk, under the background of economicglobalization, the shadow banking risk spread rapidly, damage potential.European and American developed countries the shadow banking is relativelymature, complex structure, has the function of credit creation, mainly on securitization,in contrast, China’s shadow banking development is still in the early stage of simplefinancing, but China’s shadow banking scale is growing very quickly, the purpose of thisstudy is to save for a rainy day as soon as possible, timely supervision, so as not tomake the mistake in Europe and America. In the light of the shadow banking risky,advanced economies have changed after the crisis before the loose regulatory way, todevelop in the direction of prudent strict. The shadow banking of our country in thefuture development, with the risk of will gradually increase, should draw lessons fromforeign experience of effective and combining its own reality, to form your own actualregulatory system, is significance to the research in this paper.The focus of this article is to analyze the Chinese and foreign shadow banking andits regulation is different, to take advantage of the advanced foreign experience inregulation, to the establishment of a shadow banking supervision system of our countryto provide help. Using qualitative and quantitative combined, the combination of theoryand practice, comparative analysis, first introduced the definition, characteristics of theshadow banking, the related risks and related theory of financial regulation, by studyingthe United States, the European Union, Britain and other advanced countries in theshadow banking regulatory experience, obtained the enlightenment to China’s shadowbanking regulation, introduces the content of China’s shadow banking, risk, on the basisof using the model to estimate the scale of China’s shadow banking and the quantitativeanalysis of the relationship between the shadow banking and economic development,our country can be drawn from the shadow banking although simple in structure, degreeis not high, but the size of the increased year by year, has accounted for about1/4of the total economy; Economic development to promote the development of the shadowbanking, but shadow banking development may hinder the economic development ofconclusions. Finally through integration of the above content, proposed to accelerate theinterest rates liberalization, the introduction of financial institutions bankruptcymechanism, accelerate the international cooperation and gradually with the internationalstandard unifies, establish information sharing mechanism, such as advice, hope to beable to on our country’s shadow banking regulatory system and the establishment of theregulation to provide some useful support, so as to enhance the level of the health of thefinancial institutions in our country, to maintain steady economic operation. In thispaper, the main innovation point is proposed to build industry self-discipline mechanism,set up a real-time dynamic monitoring system and as window guidance policy of riskearly warning, etc.
