| Since the US subprime Lending Crisis, With the international economic&financial situation slumping, exports of china are badly affected.To boost the domesticeconomy, the central government introduce4trillion investment plan in2009. Localgovernments have set up local government financing platform to ensure the matchingfunds in place. At the same time, Platform companies operation is not standard and abig potential debt risks exists. This paper employ comparative analysis and statisticaldata and chart analysis methods,based on local government financing platform as theresearch object.In the first place, Introduce platform forming process from threeaspect：capital injection,platform function and debt repayment in detail. conclude thatlocal government financing platform play a significant role in responsing to the globaleconomic crisis and strengthen local infrastructure.Then, clarify the documents issuedby the Ministry of Finance,the National Development and Reform Commission, thePeople’s Bank of China and the China Banking regulatory commission over the years onlocal government debt and the financing platform company,and analyse whether thosepolicy have taken effect. Moreover, according to the government debt audit reportsreleased by the national audit office and audit office of30provinces and municipalitiesby the end of2013and the start of2014. it is concluded that the present developmentsituation of local government debt and platform company by data collection andanalysis.Then, from the macro and micro two dimensions analyse why platformcompany and local government debt exist and what’s the risk causes in detail. Finally,puts forward macroscopic aspects from the transformation of economic developmentpattern,reform of the fiscal and taxation systems;From micro level, in the short term putthe hidden debts "sunshine"will be the top priority, and suggests by caliber monitoring,reform the existing official examination system to solve problems of local governmentdebt and platform company. |
