As China is entering aging society, how to resolve for the future retirement pension foremployees of the public are very concerned about a class of people’s livelihood problems. It directlyaffects the socio-economic development and stability. Almost every year around the tworepresentatives on pension issues have built make suggestions. In this context, a fresh look at socialsecurity funds, breaking the traditional system of old-age insurance mode, establishment of a pillarof old-age security system, on the development of the social security system, improve workers ’quality of life after retirement has a very important role. Starting from the80’s of the last century inChina conducted a series of reforms of the social security system and exploration, is now basicallyestablished a basic old-age pension, the enterprise supplementary old-age of personal savings andold-age security system consisting of three pillars, which subsumed under the second pillaroccupational pension. If people can "sense of security", directly linked to the common people life ishappy, retirement does can have a quality of life, development of enterprise annuity in establishingand perfecting the social security system, improve workers ’ quality of life after retirement has avery important role.Devote major efforts to developing corporate pension plans that can respond effectively toissues of population ageing, relieve pressure on national basic old-age insurance and financialburden, is a low-cost long-term social stability mechanism, has a positive practical significance andfar-reaching historical significance. Establishment of enterprise annuity in favor of perfecting thesocial security system to better protect the lives of employees after retirement, conducive to stableworkforce, increase cohesion and competitiveness; conducive to supporting national economicconstruction, and promote the development of China’s financial market.As an important coal-producing province, Shanxi bear the national coal production tasks inabout one fourth of the total output, the number of employees of the coal industry reached1.042million, enterprise annuity as an important tool in the coal mining enterprises to optimize themanagement is not only beneficial protection of enterprise workers and retirees of life, and to someextent, also decided to society, the economy is to stabilize the development. However, due to thedifferent economic strength, the financial condition and the business philosophy are different.
