As a labor and technology intensive industry of energy and chemical, the sustainable development of it is highly based on the science and technology. Although Shaanxi Yanchang Petroleum (Group) Co., Ltd has made some achievements, it still has to face the unprecedented pressures, problems and gaps. How to create a scientific technological innovation incentives, to mobilize the enthusiasm of technological innovation and initiative of scientific technical personnel, and to enhance the consciousness of technological innovation have become the task focus of Shaanxi Yanchang Petroleum (Group) Co., Ltd technology management currently. Therefore, the systematically study has made on the technological innovation incentives of Shaanxi Yanchang Petroleum (Group) Co., Ltd., and the research achievements are as follows.Firstly, the current science and technology innovation incentive situation of Shaanxi Yanchang Petroleum (Group) Co., Ltd. is analyzed by using the methods of questionnaire survey and factor analysis. And the results are as follows. The employees are highly satisfied with the factors of pay security, personal development, and work recognition and lowly satisfied with the factors such as culture of innovation, risk reward, and job preference. The evaluation result of internal incentive mechanism for technological innovation is "general". And accordingly, the problems of scientific and technological innovation are pointed out.Secondly, the management pattern of science and technology innovation incentives of Shaanxi Yanchang Petroleum (Group) Co., Ltd. By analyzing the demand, philosophy, and carding process, the organization and management system for technological innovation incentives are improved.Thirdly, the science and technology innovation evaluating system of Shaanxi Yanchang Petroleum (Group) Co., Ltd. is designed. According to the different characteristics of Yanchang science and technology innovating branches, the research institutions and production unit technological innovation evaluation index system are built based on the triangular fuzzy number and efficacy coefficient method. By construction of the evaluation index system for technology innovation project leader and general researchers, the personnel evaluation and incentives system of Yanchang Petroleum (Group) are improved. And the technological innovation motivation, career motivation, honor motivation, authorized motivation, negative incentives, research team motivation are made to meet the different need for the employers’ different content and level of motivation.Finally, the safeguard measures are proposed to implement the science and technology innovation incentives of Yanchang Petroleum (Group). The measures are as follows. Improving the leadership awareness of the importance of science and technology innovation incentive mechanism, forming the rolling technological innovation incentive bonus pool, strengthen the training of science and technology innovation, and creating a positive culture of science and technological innovation.
