On April1,1985, Chinese government formally established the system of export tax rebates and adjusted it frequently in the following days. The year2004is considered as a watershed, before it the export tax rebate policy was used for gross adjustment. After2004, our country adopted a kind of differentiation export tax rebate policy, which were considered as a kind of Macroeconomic regulation and control tools to adjust the structure of export commodities and industry. So, how did the export tax rebate policy affect the export trade of high-tech industries? Could the export tax rebate policy really promote the export trade of high-tech industries, adjust the structure of export commodities? These are worthy of study.The article first describes the mechanism of the export tax rebate influencing the industry’s export trade, the export tax rebate affects the profits of manufacturers in the industry, thus affecting the output policy makers in the industry, and ultimately achieve the purpose of affecting the industry’s total exports through the commodity prices.On the other hand, the government adjusts the export commodity structure, and thus achieve the policy objective of optimizing the industrial structure through differentiation tax rebates. Then, the paper uses a large number of industry data to analysis the current situation of China’s export trade of high-tech industries, and find the following issues:the proportion of processing trade is too large, with low added value and innovation ability, lack of core technology and other brands problems.Inmpirical aspect, this paper divided the high-tech industry into aviation spacecraft manufacture, electronic and communication equipment manufacture, electronic computer and office equipment manufacture, pharmaceutical manufacture and medical equipment and instrumentation manufacture according to the current national economy industry classification standard (GB/T4745-2002). On volume analysis, we used monthly data of export tax rebates, foreign demand, exchange rate as explanatory variables to set up an error correction model (ECM), and reached to the conclusion that the long-term impact of export tax rebates on China’s high-tech products exports bigger than the short-term one.
