Data envelopment analysis (DEA) is an important analytical tool and efficient evaluation method in the areas of economics, management science, systems science and some related fields. With the continuous studying of DEA theory dealing with different issues, corresponding DEA models are proposed by experts and scholars. As a result, DEA theory is applied into much more areas than before. Generalized DEA approach provide a wide space to the development of DEA methods. It divides the decision-making unit into the evaluation unit and sample one, so that to increase the flexibility of DEA model as well as the diversity when selecting data. On the other hand, the problem of the negative value which to be included in decision-making unit in evaluation of socio-economic development is prominent. However, Research on decision-making unit which contains negative values in generalized DEA model still exist many problems that have not been solved. This article discusses the issue.Firstly, by analyzing existing model proposed by scholars which could handle the decision-making unit containing negative values, we points out some problems of these models and the reason why these models are not suitable for generalized DEA model (especially BCC model). Secondly, through the improvement of the model and re-define new metrics, we propose a new measurement method that Decision-making unit containing negative values in the generalized BCC model, then gives a numerical example. Finally, we analysis the effectiveness of main grain production’s change through the change of our fore major grain planning area—Northeast, South, Southwest, Northwest, which indicate that the new method applied to evaluating the effectiveness of the economic field effectively.
