The Sixteen Party’s proposed the goal of building a well-off society. The difficultyof a comprehensive well-offs in "three agriculture", the biggest imbalance is theimbalance between urban and rural, the biggest difference is the difference betweenurban and rural areas, the most difficult is the modernization of urban and rural dualstructures. Narrowing the gap between urban and rural, the elimination of two structurein urban and rural areas, we must increase the "three rural" capital investment, the ruralfinancial support is essential. In the context of the new rural construction, as the onlyone agricultural policy bank in China, as the extension of government fiscal agriculturalissue, focusing on the protection of national food security and agricultural productsmarket stability, to support the two key tasks of construction of agricultural and ruralinfrastructure, persisting in reform and innovation, strengthen the function of supportingagriculture, accelerate the speed of building a modern agricultural policy bank,improving the socialist market economic system.In this paper, bases on the agricultural financial policy theory, analyses theadvantages of agricultural policy bank in the new rural construction and in the new ruralconstruction. The Baishan City of Jilin province as an example, introduces theconstruction of new countryside in Baishan City. The measures that are used to supportthe new rural by the branch of the ADBC in Baishan are discussed in the paper. Thedifficulties and challenges are analyzed. And analyze the causes of the problems. Theexperience and practice of agricultural development which are used in developedcountries and developing countries are introduced in the paper. Summary experiences in the process of building a new socialist countryside construction for ADBC. Combinedwith the characteristics of Agricultural Development Bank of China, ADBC should takefurther and deeper reform to adapt to the demand of the new rural construction. Thegovernment should issue relevant legislation. ADBC can use the advantages in newrural and agriculture construction.
