Research Of Wind Power Policy Implementation In Jilin Province Based On Executive Agent

Policy implementation is an important link in the policy process. To achievepolicy goals, a very important factor is the policy can truly be carried out. In recentyears, under guidance of a series of favorable wind power development regulations andrelated policies promulgated by our government, wind power development andutilization has achieved a rapid expansion in our country, the scale and generatingcapacity of wind power has a fast growth, and wind power overall development abilityand wind power operation level has larger ascension. At the same time of wind powerrapid development, it also exposed some contradictions and problems, which mainlyreflected on a gap between the policy results and policy expectation. These make usbegin to discover and pay attention to some problems in the process of wind powerpolicy implementation.In the process of wind power policy implementation, we found that execution ofwind power policy is not only relying on government bureaucracy alone, withmandatory and authority of public power, using the command and control way tocomplete. It is very difficult to complete the entire wind power policy based in thegovernment bureaucracy or a single government department. The effectiveimplementation of wind power policy needs multiple execution participants to completetogether, including government departments and the wind power developmententerprise and power grid enterprise. Thus it can be seen that surrounds the wind powerpolicies have formed a stable network of policy implementation. Policy implementationprocess is the coordination, interaction, communication, transaction, compromise and negotiation process of each participant among execution network. Research on policyimplementation entities can better explain the complexity and dynamic of the policyimplementation process, and promote macro comprehensive inspection policy executionproblems, avoiding isolation and narrowness in problems observation and solvation.Taking the problems found in the wind power policy execution as a starting point, afteranalyzing the relationship of policy participants, the coordination and interactionbetween organizations and interest of execution entities, this paper find the problemswhich affect the policy effective execution, then put forward improvementcountermeasures and suggestions.This paper mainly researches on wind power policy implementation of Jilinprovince. First of all, this paper comb and describe the policy of China’s wind power;secondly, analysis wind power policy implementation situation and existing problems inJilin province; then, analyze and achieve the causes of the problem from the perspectiveof executive agent; and finally, this paper proposes countermeasures and suggestions toperfect the wind power policy implementation.
