In recent years, China’s renewable energy industry has made rapiddevelopment, renewable energy, including wind power generating capacityis already in the world. And Chinese support for renewable energy policiesare inextricably linked. Wind power compared with traditional energygeneration, has a unique advantage. This paper analyzes external theoryand considers about the positive and negative externalities brought bythe wind power from the point of view of externality. However, comparedto the conventional power generation,wind power has a higher cost. Thegovernment in order to obtain the significant positive externalities,formulates a series of policies trying to internalize the externality.This article classificatese to summarize the policies of wind power indeveloped countries, and divides them into supply policy instruments,environment policy instruments and demand policy instruments, and on thisbasis, it has a comparative evaluation on the policies of China’s windpowerNext Jilin typical wind farm is an example, it is examinedquantitatively the cost of electricity sources and the sensitive factorsthat affect its economic benefits, then by estimating the capacity of thewind farm energy conservation, the amount of energy consumed that fireelectric farm peaks and the increased investment that grid generates, lastcomparing to find the economic significance of the wind farm externalitiesby calculating the government’s costs of internalizing the externality,.Through the analysis of both qualitative and quantitative points ofview, the final draw a paid that although wind power has brought hugepositive externalities, but also the negative externalities can not beignored. But the Government tends to ignore the negative externalitieswhen it formulates policies, and it dosen’t compensate the interests ofthe victims, and by calculating it finds that the cost that the government pays in order to obtain positive externalities is much higher than theeconomic benefits of positive externalities. Finally, the author givessome recommendations to the formulation of government policies.
