Study On The Influence Of Rural Public Goods On Peasants’ Income In Heilongjiang Province

Achieve coordinated urban and rural economic and social development is thecomprehensive construction well-off society and harmonious society’s important content. Sincethe new rural construction in2006, the rural economic development in Heilongjiang provincehas obtained certain achievements, rural infrastructure has been improved, rural medical levelhas improved, and the new rural cooperative medical has achieved coverage of the wholeprovince, rural education resources has been effectively integrated, education effect is improvedobviously. Along with the strength of the rural public product supply increasing and improvingthe efficiency of supply, the ability of agricultural production has been improved, thedevelopment and progress of agricultural has been promoted, speeding up the development speedof rural economy, and promoting the improvement of farmers’ income level, speeding up thecomprehensive construction well-off society’s footsteps.This article is based on the basic theory of rural public products, drawing lessons from theresearch achievements of the rural public products at domestic and foreign. We select ruralpublic goods and rural per capita net income of statistical data from1995to2012ofHeilongjiang Province for analysis, selecting rural infrastructure, rural compulsory educationinvestment and rural medical into three variables as a representative of typical rural publicproducts. Using VAR model to analyze the influence of rural infrastructure investment on theincome of the farmers, the results showed that the construction of rural infrastructure canpromote the increase of farmers’ income and the effect is obvious; using education investmentlabor reward function to carry on correlation analysis for rural education impact on farmers’income, results show that the higher the level of education, the higher farmers income ofnon-agricultural, and increasing the income of farmers; through correlation and variancedecomposition method to analyze the investment of rural medical impact on farmers’ income,the conclusion shows that rural medical investment has a positive effect on the increase offarmers’ income, medical care provides basic guarantee for increasing income. Based on theabove results, this paper puts forward suggestions from three aspects, we should improve therural infrastructure financing channels in rural infrastructure, and take priority in ruralinfrastructure investment, so that improve the efficiency of supply; in the aspect of ruraleducation we should improve the rural education investment mechanism, and balancedevelopment of education resources between urban and rural; in the aspect of rural medical weshould improve the rural medical security mechanism, and improve the rural medical subsidyratio at the same time, to provide a fair health service environment for the farmers.
