With the population aging and longevity risk growing, the current old-agesecurity system of our country, especially a lot of questions come in the basicretirement insurance and enterprise pensions. To solve the problems, reduce thepressure of fiscal revenue and insure the basic life level, many domestic scholars havesuggested that the "tax-deferred pension" policy will be implemented in the future.Since2007, Tianjin Binhai New Area and Shanghai have published some policies, butthese policies havenā€˜t put into effect. In the essay, if our country would carry out the"tax-deferred pension" policy, it maybe bring three major illogicalities: thepreferential tax and fiscal income loss, fairness and efficiency and retirement pensionsinvestment. If we can solve the three major illogicalities, the policy will develop inchina. Finally, taking examples by some international countries and some actualsituations, the essay puts forward some means to solve the questions, includingtransition policy, expanding insurance channels and investment channels.
