Since Reform and opening up, with the rapid development of our economy,the income gap between residents in our country is expanding. As one of the most directway to adjust income distribution under the condition of market economy, fiscal policieshave aroused global attention. The government of our country is engaged innormalizing the order of the income distribution and readjusting the income gap betweenresidents by adopting the appropriate fiscal policies. But because the realistic factors in ourcountry such as the long-standing urban-rural dual structure, the problems of income gaphave not been solved thoroughly, and improving the fiscal policy to promote therationalization of income distribution is a long-term and urgent process.On the base of defining the connotation and the valuation criteria of rationalization ofincome distribution, we make a deep analysis in the fiscal policy to promote therationalization of income distribution. The thesis falls into six parts. The first sectionintroduces the background and significance of the research, and the domestic and overseasliterature review. The section elaborates the related theory about the fiscal policy and therationalization of income distribution. At this section, we emphatically expound theconnotation and valuation criteria of rationalization of income distribution. On this basis,we take a groping research on the relation between the fiscal policy and the primarydistribution, redistribution of income and the rationalization of income distribution. In thethird section, on the base of the connotation and valuation criteria of rationalization ofincome distribution, we comprehensively analyze the current situation and problems of theprocess of rationalizing income distribution by using Gini coefficient, Oshima index, Engelcoefficient, Ratio of urban-rural income and other data indicators. The forth sectionanalyzes the current situation and problems of the fiscal policy to promote therationalization of income distribution from the aspects of primary distribution andredistribution of income. In the fifth part, we mainly introduce some instructive fiscalpolicies which other countries adopt to promote the rationalization of income distribution.In the sixth part, in view of the current problems of the process of rationalizing theincome distribution and the fiscal policies, we put forward some suggestions about fiscalpolicy to promote the rationalization of income distribution.
