Research On The Development Of Low Carbon Economy In Anhui Province Based On DEA Method

In2003, the British government published the "Energy White Paper" entitled "Our Energy Future:Creating a low-carbon economy". It is the first time a "low carbon economy" concept that policies and measures to improve the low-carbon economy through technological innovation and to reduce the amount of resource consumption and environmental pollution, bringing fewer greenhouse gas emissions. Low-carbon economy improves energy efficiency and clean energy structure as a fundamental improvement in the content. With climate changing, energy depleted, the destruction of the ecological environment, the world economy has been severely affected. The development of low-carbon economy is imminent. At present, China has overtaken the U.S. to become the world’s largest energy consumer. In China, it is difficult to change the coal-dominated energy structure, resulting in a shortage of the energy situation.It is not conducive to sustainable economic development. With global warming and the growing process, it is more and more important for the development of low-carbon economy to promote economic and social development of the country and the region. Anhui Province, the development of low-carbon economy is the adjustment of industrial structure and the transformation of economic development mode, optimizing energy structure, improving resource efficiency of energy use, the need to protect the environment.In the first part of this paper,the research background,significance, the main content of the thesis research and research methods are described.The second part discusses the theory of low-carbon economy and low-carbon economy at home and abroad for studies were reviewed.The third part of the analysis focused on the current situation and problems of low-carbon economic development in Anhui Province. Anhui province has achieved positive results in the development of low carbon economy. With the fast development of high-tech industry, modern service industry development.tIn the development of economy at the same time, Anhui province also continue to strengthen the construction of the ecological environment, ecological system stability has been further enhanced, water transportation infrastructure has improved. Ever since, Anhui province energy industry is developing rapidly, the scale of energy industry growing, energy supply capacity significantly improved, better support and guarantee for the province’s economic and social development.And this paper uses carbon emission coefficient calculation method to obtain the carbon emissions data in Anhui province from2000to2012. At the sight of the good momentum of economic development in Anhui province at the same time, we should also pay attention to in the course of the development of low carbon economy also has some problems to be solved:clean energy in the energy structure in the proportion is low, coal and other high carbon energy dominated energy structure can’t be changed in short time; high energy consumption industry for larger proportion in the industrial structure, the industrial development of energy demand more brisk; economic growth of energy consumption has certain dependence; the lack of carbon trading market environment, to participate in the carbon trading ability is weak.To establish the model of this paper in the fourth part, by using DEA method, the low carbon economy development in Anhui Province as the empirical analysis. The results show that rely mainly on the development of low carbon economy in Anhui province is the input factors of production, to further adjust the energy structure in the future course of development, the promotion of clean energy and renewable energy, the control of carbon emissions, optimize the industrial structure, reduce the high carbon industry than the heavy, develop the third industry. In view of the present situation, this paper puts forward corresponding of countermeasures and suggestions in the fifth part:the development of clean energy and new energy, improve energy structure; adjustment and optimization of industrial structure, vigorously develop the low carbon industry; strengthen the independent innovation and international cooperation, and promote low-carbon technology innovation; to establish carbon trading market, to promote carbon emissions trading development in transport construction field; energy conservation, improve energy efficiency; frugal, promotion of low carbon consumption model; development of carbon sequestration forestry and agriculture, fully tap the potential of carbon sequestration; the development of carbon finance, strengthen the financial support for the development of low carbon economy; promote the reform of system, improve the relevant policies and measures. The sixth part is the conclusion and Prospect of paper. due to a number of factors, this study has some shortcomings, such as the calculation of carbon emissions in Anhui Province Based on the carbon emission coefficient method, because this method calculates the result has certain error, so the calculation of Anhui Province carbon emissions may not be accurate. Therefore, hope that through a systematic research on the greenhouse gas measurement method, so as to obtain more accurate data, also hope that the statistics department to carbon emissions into the scope of statistics. In the hope to further in-depth study in the future, so as to provide scientific basis for developing low carbon economy in Anhui province.
