The Study On The Taiwanese Investment Policy Of Hunan Provincial Government

As the important new force for economic construction in Hunan, Taiwan-fundedenterprises play a significant and active role in various aspects, such as boostingeconomic growth, increasing financial tax, expanding export for more foreignexchanges, creating jobs and optimizing local industrial structure. Over recent years,all governments in central and western China have been speeding up the adjustment ofTaiwanese investment policies with a view to coping with the intricate competition aswell as expanding the attraction and application of Taiwanese investment. Althoughthe government of Hunan province has built the preliminary and systematicTaiwanese investment policies, there are still many problems existing in the policysystem, such as lack of policy instruments and policy maneuverability, shortage ofpolicy supply and so on. So it is of great significance to conduct a systematic andin-depth research and analysis on Hunan’s policies about the application of Taiwaninvestment and to make corresponding improvements, and this study is also of greatimportance to effectively communicate with Taiwan people and serve local economicdevelopment, and heighten regional competitiveness of investment attraction.Firstly, this paper makes an overview of the studies about Taiwanese investmentand foreign investment from home and abroad, and introduces the studies concerningthe theories on the application of foreign investment. It is considered that at presentstage, Hunan Province is supposed to employ the incentive policy focused on theencouragement and protection of Taiwanese investment for the purpose of expandingTaiwanese investment scale and accelerating economic development. Secondly, thispaper analyzes not only the policies about the application of Taiwanese investmentadopted by Central Government and Hunan Province, but also the positive effect andproblems of Hunan’s policies about the application of Taiwanese investment, which isaimed at providing a referential basis for policy adjustment. Finally, based on policyanalysis and target analysis, this paper presents the necessity, principle and target ofadjusting Hunan’s policies about the application of Taiwanese investment. Meanwhile,this paper also puts forward the specific strategies and suggestions for constructingand improving Hunan’s policy system about the application of Taiwanese investmentfrom three aspects, including improving the support policy, the policy for industrialcooperation between Taiwan and Hunan, and the policy for protecting the rights and interests of Taiwan businessmen. Using the qualitative analysis and the quantitativeanalysis, this paper combs the Taiwanese investment policies of Hunan province，analyzes the active and passive effect of them, at last suggests we should makepertinent policy adjustment to overcome the obstacles and improve the policy system.
